The President and Commissioner of Lands will no longer abuse their discretion in allocating land as was the case in the past. Lawyer Ambrose Rachier, one of the drafters of the new land laws said the Land Act provides devolution of power initially held by the President or Commissioner of Lands to the National Lands Commission. He said there are provisions to guide the NLC in allocation of land. Rachier was speaking during the Continuing Legal Education seminar on new land laws at the Imperial Hotel in Kisumu last Friday.
