Certain defenders of devolution have recently popularised statements like “counties are getting X percent of the functions but only Y percent of the money.” Some governors started the trend by claiming counties were getting 70 per cent of the functions and 30 per cent of the money. Then this week, a Senator was quoted as saying that counties were getting “96 per cent of the health functions” but not enough money to deliver them. That sounds nice, but does it make any sense?
