THE Commission on Revenue Allocation has accused Treasury of undermining the spirit of devolution and warned of a crisis if Sh30.4 is not allocated to the 47 counties. CRA chairman Mica Cheserem told the Budget committee that technocrats at the Treasury are “living in the past” and are a stumbling block in the implementation of formula to share revenue between the central and devolved units.
