Former government spokesman Alfred Mutua yesterday said he will enact a policy on sand harvesting if elected Machakos governor. Mutua said sand transporters are making a fortune in Nairobi while those scooping and loading it into lorries are wallowing in poverty. "Sand scoopers are paid Sh200 each for loading a lorry which fetches Sh30,000 in the city," Mutua said.
