EDUCATION Secretary Jacob Kaimenyi has pledged to carry out a post-mortem on the laptop tender process. This is the second time the laptop tender process has had a setback. In August last year when the tender bid was advertised but cancelled in November after bidders quoted Sh32 billion as the lowest price against the government target of Sh17 billion.
