The Independent Electoral and Boundaries Commission has justified its decision to single-source a Sh3 billion contract to a British company for printing of ballot papers to be used in the March 4, 2013 election. In a statement seen by the star, the commission says it awarded Smith & Ouzman the contract as there was limited time for open tendering to take place. IEBC also cited the reliability of Smith and Ouzman as well as the fact that the contract is considered a highly sensitive one in justifying the mode of acquiring the estimated 120million ballot papers...
