ODM leader Raila Odinga yesterday said the Sh6 billion meant for a presidential runoff was to be given to the youth as grants and not loans. He said the money was supposed to be disbursed to the youth in the last financial year. Raila said both the Jubilee and Cord coalitions pledged to give the youth the money incase of a clear winner during last year's elections. He was speaking in Kisumu during the launch of ODM youth empowerment programme on Monday. .
