KAKAMEGA The chairman of the Kenya Church, Western region Bishop Nicholas Olumasai has called for a referendum to change the constitution to bring down the public wage bill. He said the high wage bill should be blamed on the constitution which created numerous new governance posts. Olumasai was speaking to the Star in Kakamega town yesterday. He said the wage bill will not go down through mere pay cuts by elected leaders and civil servants and reduce travel and hospitality spending.
