The Kenya National Highways Authority and the Nairobi county government are embroiled in a tussle over who should collect money from outdoor advertising. Governor Evans Kidero has written to Kenha director general Meshack Kidenda that City Hall is concerned with Kenha approving and levying outdoor advertisement. Kidero said Kenha is a national institution and Chapter Two, Article Six of the constitution states that national and county governments are distinct and interdependent and will conduct their mutual relations on the basis of consultation and cooperation but not competition.
