THE panel of African Eminent Personalities has said the legitimacy of the general election will questioned if many Kenyans fail to register as voters by the December 19 deadline. Chairman Kofi Annan and former Tanzania president Benjamin Mkapa were speaking when they visited Westlands Primary School in Nairobi where they found a handful of people registering as voters.
